Planning for the Federation Line began with an initial design, engineering and route study in 1999, followed by the benefit cost analysis, business planning and other studies. During 2003 these were complemented by final engineering, finance and public communication studies. This work has been undertaken by some of Australia’s best-known consulting firms, including Ove Arup, KPMG, Purdon Associates, MacroPlan and The Communications Link.

The tramway will take approximately two years to build once finance for the project has been secured and the relevant government approvals obtained. The line could be operational by early 2006.
